This only tells how to add the license. I had trouble ASSIGNING the license, after upgrading from 5.5. We have a small datacenter with 3 hosts and one cluster... so...
Here is how I finally figured it out, thanks to a lucky guess:
From Home, Go to Global Inventory Lists. Then select vCenter Servers. Then select your vCenter server. Then, the Assign License option finally appeared (I could not find this option in the Administration, Licenses page).
you must use the flash based UI. the html5 one doesn't have this option.

It would be very nice if You inform customers that FLASH version of UI is REQUIRED to make this action. I couldn't find that "+" in HTML5 version.

For those having difficulty finding the Flash version of the UI, it lives on port 9443.
Once you install your vCenter license you'll likely have to re-connect your Hosts as well.

I don't think this is correct on vSphere 6.5. The correct one on the vSphere 6.5 client is:
I Left pane navigate to Manage - under Host, There is a Licence Tab. Then there is a Assign Licence button.
