the license not working

그러나 이것은 작동하지 않습니다 ...

1. You shouldn't post licence keys (I reported this to the moderators so they can remove it if you don't)
2. You need to state which product this relates to

In general, license keys are issued for major product version.
In case of vSphere products that's e.g. for version 6.x, 7.x, or 8.x.

If you need license keys for another version, and you have paid licenses, you may be entitled (depending on the subscription contract) to up- or downgrade license keys from within the VMware Customer Connect portal.

Hi,

Yeah, you need to remember that license are assigned to specific releases. 
If you have still valid license subscription and it was for 6.x version and now you want to use it for 7.x you need to go to your company VMware account (or another where you have this license) and there is option to convert this license key from 6.x version to 7.x.
When you mark license you should find options and there one is converting key.
