After a long support case with Dell and VMware, we pinpointed the issue. VMware says there is a licensing glitch with the OEM licenses that they have been giving out to OEMs such as Dell.
They gave me a temporary LIC file which solved the problem immediately. Both Dell and VMware were great at helping me, I highly recommend opening a ticket with them if you are having this issue.
