I am having difficulty accessing the Management Interface. From the https://<host> login there is no access to the management interface. If I try https://<host>/vmware/en I get nothing. What is the exact pathway to access it?

Are you talking about Web Access interface or first logon page when you try to connect to the host and download VI client? if your'e talking about Web Access check the services to see if it runs. service vmware-webAccess restart

My question is what exactly are you trying to do, and what do you mean by Management Interface? You can SSH into the console, you can use the VIC and connect directly to the host. If you elaborate a little more, we may be able to help point you in the right direction.
one other question... What product are you using, VMware Server or ESX? if ESX, what version?
I need to upload a virtual machine that had been running on a Virtual Server to the ESX server. I was attempting to follow the docs provided by VMware that indicate one should use the Management Interface to upload the files to the ESX server.

now I understand. So, why not just use VMware Converter? If you have 3.5, you should be running a 2.5 VC, right? If you don't have the converter plugin installed in VC, you should download the VMware Converter. That will allow you to import that VM into your ESX enviornment.
The converter only works with windows virtual machines. This virtual machine is running RHEL 4.4.

That would be the Virtual Infrastructure Client MUI which is accessed with a thick client and can be installed from the default web page of any ESX host.
Look for Download the VMware Infrastructure Client
I am also running the Virtual Infrastructure Client but there are no options for managing files present.

Right mouse on the datastore volume and use the browse datastore.
Make sure you install the 2.0 client from ESX 3.5
