"New Virtual Machine" option is greyed out

I am a core admin of my VMware environment. I have configured 5 datacenters with full access (Administrator).

Out of which, one datacenter is not allowed me to create new VMs. Can anyone tell me what kinda problem it is?

to me it looks like a permission problem.  I know you said you have the administrator role, but is there anyone else who can log in and try to create a VM?  Although this may not make a difference, you can try to restart the vCenter Server Service.
