Vi ESX Licensing- cant add host

I have a working VIC and 4 hosts. When i go to administration, licenses, and click on a host ESX server edition = no features licensed.

Is this right, features must be registered via the VC?

Remaining licenses = 0

This is fully working

Next

I have a non working DR site VIC and 6 hosts. When i go to administration, licenses,

click on a host ESX server edition = ESX server std, up to 4-way virtual SMP, NAS usage, ISCSI usage, SAN Usage, VC agent 2 cpu, vmware DRS 2 cpu, vmware consolidated backup 2 cpu

I click on another host ESX server edition = ESX server std, VC agent 2 cpu, vmware DRS 2 cpu

Remaining licenses = 2 ESX standard, 0 DRS

I cant add 1 more host as it requires a DRS license.

Questions

Why does the first Site not list the features taken on a per server basis? If it was huge you wouldnt know what was being user and where.

Why in the DR site do 2 servers, which are exactly the same in every way, except for name and ip, list different things under licensing?

I need to know what additional licenses i need to get to add the 2 remaining hosts to my cluster. Remaining licenses = 2 ESX standard, 2 consolidated backup, 8 HA, 8 vmotion (both not turned on yet)
