I have VMware consolidated backup installed on a virtual machine. This virtual machine is on the same network as all my ESX host machines. The VM is stored on a NAS box which is access using NFS. Is it possible to get VCB to create a full backup of a VM stored on the NAS, but get the VM to be saved on the local storage of an ESX machine (Not the NAS box).

You can do it in "NBD" mode, where the files are passed over the COS network OR you can do it using "Hot-Add" mode, which is new with VCB 1.5.

Yes, but using scp.... You can either backup over SCP, or backup to the VM and then transfer to the ESX host using scp. Refer to page 63 of http://www.vmware.com/pdf/vi3_35/esx_3/r35/vi3_35_25_vm_backup.pdf

Using scp is good if you plan on using the COS to perform the backups, but having VCB in a VM works too.
