VCB 1.1 Legato no path to device error

When I manually run the vcbmounter with the -san switch I get the error below. I can manually run the command with the -nbd command but this isn't what we want as it dumps the files onto the VCB Proxy server. Is there something that I am missing? I get the same no path to device error when I run the save_vcb.bat via the Legato server. I have tried to change the config.js file to run the -ndb but it doesn't seem to pick up the change, another problem?

We are running VCB 1.1.64559, ESX server 3.5 and VC 2.5 along with Legato Networker 7.4.

I have installed the lastest Legato plug in from VMware and have configured it. I have went through everything I can think and nothing works except the manual run with the vcbmounter and the -nbd. HELP PLEASE
