i had the same problem a few weeks ago.. i can't really remember what i did to resolve it but i know one of my steps included to update the tools of every VM (and maybe restarting the VM's).
In a few cases this helped me and it increased the percentage... for a couple of vm's i haven't found an answer and i just rebooted our virtualcenter server (i think)...
