What is the best way to monitor this?
It appears to me from my reading, and from comparing the performance on VMs between host servers, that THIS is the key parameter to monitor...
Servers that show only 50-60% CPU utilization in Virtual Center may have multiple VMs with %RDY in the mid to high teens... And those VMs are experiencing terrible performance.
Esxtop is much nicer now in 3.x (Thank you for putting the VM names in there), but why isn't parameter included in the VMware performance charts in Virtual Center?
Is there any third party software that monitors this?

It is there... look at the performance tab of a VM, chart properties...

esxCharter will give you the ability to see all of the Ready Times at once, but there is a nice cost associated with it.
Do you have any 2 vCPU VM's on that host?
How many VM's per core are you running and how many cores do you have?
