I'm trying to set-up my Proxy Back-Up Server for VCB. My question is, does it need for my Proxy Back-Up Server to be a part of the cluster in the SAN storage?

Yes the VCB server does need to see the same SAN storage that the ESX servers see so it can mount the vmdk files to back them up.

including the SAN disk that is mapped to the ESX servers, also has to be mapped to the VCB proxy?

all SAN presented to the ESX hosts needs to be presented to the VCB - and heres the big catch - With the same LUN ID.
Just think of the VCB server as another ESX server...
