Preferred VM startup host in a HA cluster

When I manually power on a VM in a HA cluster, it is possible to specify on which host the VM should be executed ?

As long as DRS is not enabled the short answered is no - it will start up automatically on the ESX host it is registered - you would need to unregister it and reregister it on the one your want it to start on -
