Password policy question

I am testing some password related changes for 3.5 (and later 4.1), and one item on the list is the requirement to change password on first login, which seems like it has the potential to break some things (like vpxuser). But, I can't find anything about even being able to set that as policy. Can it be done?

The hardening guide doesn't mention that specific setting, nor does that thread (already looked at both). I'm doing essentially a comparison between the hardening guide and our own internal policies, with the goal of stating that we either should or shouldn't do this or that. And whether we even can do this or that. So far it looks like this one is just not possible, whether it is good idea or not.

far as I know there is no restriction for the root password in VMware.
Of
course in ESXi version, there is more security set, but as you still
use ESX3.5 need to define according to their internal policies.
