NTP only one host updates

I have 4 servers setup to use the *.vmware.pool.ntp.org for time synchronization. When I run watch "ntpq -p" per KB article it only looks like one of the four actually adjusts it's clock.

My resident Linux guru is thinking that maybe only 1 of them is skewed enough that it actually has to adjust it's time but admits it's just a guess.

The servers configs all look the same in terms of ntp.conf, step-tickers, hosts file and dns config,

Any ideas?
