Low VM frequency

Hi,

I'm experiencing new random troubles with some VM on my infrastructure : the ESX server (DELL 6950 : 16 cores, 128Gb RAM)  has still plenty of CPU and RAM available, but some VM are still running at a very low frequency (say 150Mhz).

It's normal when quite idle, but under a high workload, the frequency never increases, resulting in a totally overloaded machine. Or it lasts several minutes until it reaches the required 1000Mhz or more.

All my VM use default shares configurations, there are a few 2vCPU ones, and one 4vCPU.

What can this be due to ? I'm suspecting I/O bottlenecks, but the new Netapp (using HBA iSCSI) added to the infrastructure is quite new to me and I don't really now how to "debug" it.

Thanks for any kind of help.
