Getting " There are no active host in the cluster"

We have a template that we are trying to convert back to a VM and when doing so we get "There are no active host in the cluster" The "service mgmt-vmware restart" has been done and still no go. Has any one seen this and do you know of a fix? We are running ESX 3.5 build 143128

I had to delete the template and recreate it. When the template was created an ISO was attached to it. I did what both links posted suggested and still no go.
