ESX3.5 U5 file system question

Hello,

I have root partition disk usage with df -h command  on an ESX 35 host listed as full, although I know it is not full.

I deleted a 3.5 GB text file from UPS agent software and the space has yet not decreased. What process is in charge of the file system and what can I do?
