ESX Multipathing.

Is there any where that ESX can be able to detect degrading of a LUN connection and auto failover to the other path?

You would have to define degrading... If you have a failure and you have another path enabled for failover, then yes, traffic will move to another path.

I am referring to slow connection but it not totally down.

In that case, no. You would need complete loss of I/O for 30 seconds (i think its 30 seconds) before the traffic would look for another path.

With vSPhere / ESX4.0 multipathing bwecomes more intelligent - may be worth reading into in your case to see what benefits you'll gain.
