Can I have read only access to Virtual Center (remote access from a different computer inside the network) in order for me to look at the reports for performance metric purposes?

You sure can...VC can be very granular down to which VM you are allowed to see.
So that means there is a guest/read only account available to be created? Would I have to RDP to the computer it is on to get on that console?
If your software policies allow it, you can have the Virtual Center client on your workstation.
There are multiple access levels built into VC. Best practice is to assign the access levels to security groups in AD - that way you can change access levels for individuals by changing the group they are in.
