I want to change to 2vCPU. Is there anyway other than reinstalling Windows?

Basically here is what you will need to do.
Expand Computer
Right-click ACPI MultiProcessor PC --> Select Update Driver
Check No, not this time --> Next
Install from a specific location --> Next
Check 'Don't Search. I will choose the driver to install'
Select 'ACPI Multiprocessor (ACPI APIC MP)'

Windows 2003 can automatically change from uP to mP.
To turn back with uP HAL you have to do manually.
