When I installed my ESX Server 3.5 it set my nic to host a range of IPs from 10.3.8.1 to 10.3.15.254, I just chose the default. To be clear, in VMware Infrastructure Client under the server configuration tab, choosing properties, and then choosing the "Network Adapterss" tab; in the information area under networks, it has the above IP range.
Well, this isn't the range i want for my virtual network. I want to chage this range but i don't know how. The ESX server itself has a static IP on that network of 10.3.15.48, which i want to remain the same; however, for dhcp, i want my VM's to have 192.x.x.x addresses. My question is first, is my thinking correct in what I want to do; and second, if so, how do I change the IP range?

It sounds like you are referring to the "Observed IP Ranges". These IP Ranges are provided as a HINT - these are the IP ranges that we have noticed on the network. This is not a setting of any kind, and you can use whatever IPs you want.
Now, if you want your VMs to automatically get addresses in the 192.x.x.x range, you need to be running a DHCP server (you can have a VM or physical machine do this) which assigns these IPs to your VMs. I'm sure you can find a virtual appliance which acts as a dhcp server, or you can get any flavor of windows or linux to do this for you.
Do you want your VMs' traffic to go out the physical network card, or do you only want networking between VMs on the same ESX host? If you want to use the physical network card, you need to make sure that the VMs are configured to use a portgroup which has your network card as an uplink.
