Where the heck is Update Manager?

Every search I do sends me to sales crap. I cannot find the place to configure or use this in the UI and I'd like to use it, can someone point me to either the pdf/link or just tell me where the frigging thing is in the UI?

Well I am looking at the release notes and they are quite unhelpful, they neither tell me where I get the executable nor how to configure it, it's just a list of things that are prereqs. This is extremely frustrating. I'm sure I'm missing something very obvious, but since they named the product something almost impossible to search on I cannot find it out on my own.
