Sizing RAW LUNS - same philosphy as sizing VMFS LUNS? - esx 3.5

General concensus seems to be VMFS LUNS presented to ESX should be in the neighborhood of 400-600GB (granted application needs should also be considered). My question is simple - should that same philosophy be applied to RAW LUNs presented to guests, especially when I'm thinking of creating this RAW LUN for simple file server and user directories for under 100 users...or does that even matter?

No, the same rules do not apply. You should apply what ever rules are relevant for the application you are deploying on those LUNs, subject of course to the 2TB limit of ESX.
