Does it mean a server or nic problem or a network port setting error? In VC all are set to 100 full, as well as via esxcfg
esxcfg-nics -s 100 -d full vmnicyaddayadda
Please forgive me for suggesting the obvious (and probably already tried) but have you tried new network cables to the ESX nic's? Or perhaps testing to a different port on the physical switch?

I should rephrase my question - are the nics reflecting their settings or their connections to the network?
That output shows the settings, and the "Down" and "Up" shows it's connection state to the network.
