How do I decrease the video card memory for a windows 2003 VM?

I know the default video card memory in ESX is 4MB. To troubleshoot a problem, I increased the video card memory to 16MB by adding "svga.vramsize = 16777216" to the vmx file. That worked fine. Now I want to set it to 8MB but after I change the vmx file, I reboot the vm and after the reboot, the vmx file goes back to the 16MB value. Windows still shows 16MB. If I delete the line totally out of the vmx file, it should go back to the default of 4MB but it still shows 16MB in the windows operating system. Can anyone help with this?

You must edit the vmx file with the VM powered off.
