You can use Windows Dynamic disk (convert only the second disk) and then add the second partition.
But I prefer to not use dynamic disk.
Or you can use diskpart and simply extend your volume.
Easy and fast, but Microsoft does not support diskpart.
Or use Partition Magic or similar tools.
Or use VMware Convert to create a new VM with diffent disks size.

Setp1 convert to dynamic disk
Step2 right click in the disk 1 and select the expandable disk.
Step3 increase a disk space

I agree with Andre
Keep it as basic.
Start diskpart in a cmd.
List volume
Volume ### Ltr Label Fs Type Size
Volume 0 D DVD-ROM 0 B
Volume 1 E DVD-ROM 0 B
Volume 2 C NTFS Partition 466 GB
Volume 3 F Backupdrive NTFS Partition 75 GB
Select " volume N"
DISKPART> select volume 1
Volume 1 is the selected volume.
Extend
Done.
