Full automated DRS ?

In a fully automated DRS, we set a rule that the VM is not migrated to automatically to another host. But I am not sure, with which option ?

1) Set the rule - " to keep on this host "

2) set the DRS VM option report_option=8. I thin, if we use this option it will impact the whole DRS and there wont be any migration between hosts, but again not sure, any suggestions ?
