No, you don't need to use VirtualCenter, but it enables most of the higher-level features (most importantly, VMotion) and allows a single point of management for all of the ESX servers in your environment.

Need to purchase? No. If you only have a few hosts, or running VMware starter edition, I wouldn't.
If you have many hosts, or want to use the HA/DRS features, then definately yes.
