This comes as the first level of cloud certification roadmap right(talking just about VCA-Cloud)?  And if we are already certified on VCP-Cloud we don't need this?

Yes this is first level of Certification model, If you are already VCP then there is no reason to take VCA, Check the latest road map Certification Roadmap
