Have multiple vmware docs which state that it takes place when vm powers on:
sched.swap.persist Specifies whether the virtual machine’s swap files
should persist or be deleted when the virtual machine
is powered off. By default, the system creates the swap
file for a virtual machine when the virtual machine is
powered on, and deletes the swap file when the virtual
machine is powered off.
The host creates VMX swap files automatically, provided there is sufficient free disk space at the time a virtual machine is powered on.
So this is what I answered on the vmware provided test and it was labeled as incorrect, but it did not give an explanation. So when is it created exactly?

If you are talking about the one on the Practice Exam available at vmware.com then you are not reading the question carefully.
That is the one. I will try to get it again and see what I am missing. This does not bode well for me.
