I have attended the following VMware courses :
VMware Infrastructure 3: Fast Track V3.5
VMware Vsphere Whats new [V 4.0]
I have the following questions:
1. Can I take VCP 4 exam?
2. If I want to take VCP5 exam, I would need to take VMware Vsphere Install, configure, mange (5.1) course or I can just take VMware Vsphere Whats new [5.0]?

According to (VCP5-DCV) VCP-Datacenter Virtualization, the courses you attended will unfortunately not be sufficient to just take the What's New course to qualify for the certification.

You could do 1 of 2 things:
1. Go for VCP4-DCV and VCP5-DCV
Pass the VCP410 exam and you will be eligible to qualify for VCP5-DCV just by taking the What's New class for vSphere 5, then pass the VCP510 exam.
2. Just go for VCP5-DCV
Take any of the classes that qualifies for VCP5-DCV (I'd not bother with ICM unless you want/need a full refresh) and pass the VCP510 exam.

Can you also clarify me on this subject, I am a VCP4-DCV and somehow missed to clear my VCP5 during the period of without any mandatory training.
Now I noticed that an offering for is available for the VMware vSphere: What's New [V5.1] with a reduced cost. Wondering if I take this will I get eligibility to appear for the VCP5-DCV exam.

If you are already a VCP4-DCV, you have to take Whats New vSphere 5.x course and then you can sit for the VCP5-DCV exam.

So, my question is: does that free eLearning couse count as the "VMware vSphere: What's New [v5.x]" course requirement for current VCP4-DCV certification holders; requirement which is listed at the (VCP5-DCV) VCP-Datacenter Virtualization - http://mylearn.vmware.com/mgrReg/plan.cfm?plan=12457&ui=www_cert - web page? IF NOT, then I believe that the name of the free eLearning course ("VMware vSphere: What’s New [V5.1]") can mislead current VCP4-DCV holders that want to "upgrade" to VCP5-DCV, In that case, I think the name of the course should be changed and/or some warning should be added to that course's web page
Can anynone please confirm that the "VMware vSphere: What’s New [V5.1]" free eLearning course counts -OR- does not count as the "VMware vSphere: What's New [v5.x]" course requirement for current VCP4-DCV holders to "upgrade" to VCP5-DCV?
On a related note, this situation doesn't affect me, since I'm already a VCP4-DCV and a VCP5-DCV

The Free E-learning course doesnt cover the pre-requisite, need to attend the 2 day training class to complete the pre-requisite. The VCP-DCV certification page list the course the What's new course which fulfill the requirement and the links points to the 2 day program and not to the free learning.
