I’m VCAP-DCD certified in 2013. I would like to know if I have to undergo training again if I have to achieve VCP-NV certification.

Even for VCAP-DCD holders it is true. You can see your current VCP status on https://mylearn.vmware.com/myTrans.cfm?ui=www_edu. In practice, you should have passed a VMware VCP or VCAP exam in the last two years.
If you hold a VCP certification that has not expired, you don't have to follow a training class for the VCP-NV certification. If your VCP is expired, you have to take a training. See for more information: VCP6-NV Certification
