No, there are 3 mandatory requirements to achieve VCP6.5-DCV certification - you will only have met 1 of them.
(Disclaimer: I do NOT work at/for VMware, but I am certified as a VCP-DCV since VCP4-DCV and I'm now a VCP6.5-DCV)

The Official FAQs ("Frequently Asked Questions") web page about VMware Certifications ("Certification ") - https://www.vmware.com/education-services/certification/faqs.html - has the following Question and Answer, in the "Registration" section of that web page, that states that you can do the Exam before the Training. HOWEVER, be aware that you will NOT be Certified until you successfully complete BOTH the Exam(s) AND the Training Course(s):
" Do I need to take the qualifying class before I take the exam?
While you can take the class and the exam in any order, VMware recommends that you complete the course requirement prior to scheduling and taking the exam.
NOTE: By successfully taking and passing an exam, it does not imply that you have met the certification requirements in full. "
Having said that, in my case, I attended the Training Course before taking the Exam and I don't have personal experience of trying to do it "the other way around".
