How to register for a vcp 4 exam? i had done the course in 2010 and i failed the exam in 2012 but want to retake it now.. How to proceed?

From VMware VCP 4 Certification Page

"

Exam Retirement

  As of May 31, 2014 VCP4 and VCAP4 level exams are no longer offered. "

So you might want to write VCP 5 or 5.5 instead

VCP-Cloud, VCP5-DCV, VCA-Cloud, VCA-WM & VCA-DCV

Maybe even wait for VCP 6 at this point?

If you take the 2-day "VMware vSphere: What's New [5.x]" course you would be able to sit the VCP5-DCV exam.  Judging by history, if you wait for the next version of VCP you'll need the 5-day ICM class.
