Are you able to read through each question on the exam before you begin your first task? I am not sure if you have to click through 26 screens to see each question or is it listed out in the begin? Thanks

Yes, you can click around in the exam, like you can on most VMware exams.
There is one school of thought that clicking through all the questions and making notes on if an item is a "create" or "admin", organizing them and then clicking back to the beginning will save you time on the exam.
There are a few problems with that:
- that excersise will take you 10-20min. Since you have on average 8min per question, you are giving up ~two questions when you try that method.
- trying to determine how long an item will take or whether the item is a "create" or "admin" question before you actually try the question isn't always possible. Many of the questions have troubleshooting components that are not evident until you attempt them. Some read like an "admin" question but actually require you to create components on the fly. Some list "create xxx" but that is actually in there to setup an item later on and the question is really an "admin question"
- the exam is designed to be taken one item at a time, in order. The items that may cause disruptions tend to go near the end of the exam, the items that improve exam performance go near the front. Items that may interfere with other items are carefully located. Skipping around does that no favors.
Note that these points are for all of the live-lab exams, not just VCAP5-DCA, and some of the points are more prominent in some exams.
Not sure but that seems like it would take a lot of time for an already time sensitive test. I wouldn't do it.
Most people do not finish all of the questions.
My recommendation would be to just start working through them, skip any that you are unsure of and move on, you likely wont have time to come back to them but at least you'll have for some more at the end that might be easier.
Like all vmware exams you can skip past a question and come back to it later - my reocmmendation is go with the exam answering the questions you know and leave the ones you don't for later -
