What Database you are running?
Is VUM beeing stalled on the same machine as vcenter?
Have you looked at the logs?
Maybe you have a local openssl.exe binaty that works in a wrong way.

vCenter is installed successfully
I just find "Product: VMware vCenter Update Manager -- Error 25113.Setup failed to generate the JRE SSL keys." in the error log
I followed these post before but i can't find any openssl.exe / related file in my server
Have you tried.
1.) installing only vcenter.
2.) Boot the server
3.) Try to install then the vum?
I have tried your steps already. But still can't solve the problem
It still fail to install......
maybe I need to re-install my OS.
remark: I am using Window Server 2003 x64bit Standard

do you have any NON-ASCII or special characters in VUM installation path. This could be problem in generating SSL key

I just had the same issue. I fixed it by first stopping the vmware update manager service :-).
I have this same issue. But unlike this post, I stopped the update manager service, but the installation still rolled back at the "generating JRE SSL keys..." box. Please assist in getting this headache resolved.
I had this same issue when trying to run an upgrade install from VUM from VC 4.1 U1 to U2.
What worked for me is to wait until you get the "press next to complete the upgrade" and then stopping the VMware vCenter Update Manager Service. Then the upgrade install completed successfully.

I wish I could award you points for this answer... Wrapping up a 4.1 U2 vCenter upgrade - I'm sitting at my desk at 10:48 PM banging my head against the keyboard trying to figure out this error - and this simple step let's me complete the VUM upgrade.

Jason appreciate your feedback. But the description of the issue is not clear.
Meaning, my installation DID fail, but no error was given, it just started
rolling back when it was attempting to generate the JRE SSL Keys. This started
me off in the wrong direction from the beginning.
Here was my solution: I deleted the old VUM database and created a new one.
Once I did this, the installation went just fine and completed the
installation. Update Manager is now working and the hosts are compliant.
