Update Manager Import error - "Failed to import the update signatures and update package from folder Error 2

We have a situation .

1 we have a download server to download the updates using vmware-umds --download (or "vmware-umds -D") ..this works well

2 We then Export the update to the vCenter server .To export the downloaded patches:

Browse to the "C:\Program Files\VMware\Infrastructure\Update Manager" directory

Run the program: vmware-umds --export (or "vmware-umds -E")

The batch file for the scheduled task should look like this

net use Y: file://vcenter/esxupdates /user:Domain\Administrator password

vmware-umds -E --dest Y:\

+

3 We then log onto the vcenter and try and import the patches

The batch file for the scheduled task should look like this

cd \

cd "C:\Program Files\VMware\Infrastructure\Update Manager\"

vmware-updateDownloadCli.exe --update-path c:\ESXUpdates --config-import esx --vc-user administrator "password"

This failes with the ERROR

"Failed to import the update signatures and update package from folder C:\ESXUpdates Error 2 the systems cannot fine the file specified; Context: Failed to copy C:\ESXUpdates/metadata/hfnetchk6b.cab to c:\documents and settimgs\all users\application data\ vmawre\VMawre update Managerlogs\vcigaskvhk.tmp\hfnetchk6b.cab

Been trying to figure this out to no avail
