how to use .\build.bat for generate a test certificate and STSService stubs

I use ".\build.bat" in Developer Command Prompt for VS 2017 to build c# dll's

C:\SDK\ssoclient\dotnet\cs\samples>.\build.bat

but i got this error:   files was unexpected at this time

any one can help me please
