uneven load of distribution between the different CPU cores

I am running Linux OS with  16 vCPU, when we faced performance issue total CPU utilization range from 85% - 95%.

I observed that cpu0 – 23.6%, cpu10 – 30.2%,  cpu12 – 26.4%, cpu13 – 93%, cpu14 – 99.0% are idles and all remaining  cpu’s are around 90% utilized.

The questions raised is on the uneven load of distribution between the different CPU cores , where some are lying in idle status while some are under high utilization, can we understand the cause for the same.
