Keyboard and Screens slow to respond

We have an esxi40 server and we have created a vm that runs windows 2003 os with applications running on it. We have people that use terminal server to get to it. We have it setup for 1 cpu and 2gig of memory. Seems like when we get around 20 users connected, as the day progresses, we will have maybe one or two people call and tell us that when the open notepad or excel and try to type somthing, they are getting slow responses and when they try to open a tab that they have mininized, it is slow to respond.

Question is: I am not receiving any alarms due to this on monitoring although it seems to me to be a memory issue.
