When you configure a VM to have 2 vCPUs, and then make a CPU reservation of say 2 GHz, is the reservation per CPU (4 GHz) or is reservation the total of the two CPUs (2 GHz)?
The reservation is for the total amount, the extra CPU only allows multitreaded apps to take advantage of the additional cpu.
