cannot access SHD web client

I have a (relatively) new Photon/v3.0 & SHD/v2.5.2 instance.  That is, i installed such a few weeks ago as a multi-homed VM having a NIC for our Intranet and another NIC that was to be Internet facing.  Also, i increased the HDD from 150gb to 250gb and expanded the sda3 partition accordingly.  All of this is done and works fine.  -Most of the time spent was getting the Internet NIC to work correctly.

Now, i can't open the web client by browsing the IP or FQDN of this SHD instance (yes; i have a working DNS deployment); i get ERR_CONNECTION_TIMED_OUT for either http or https browsing.

I followed the forum post about doing the ...

    rm -rf /opt/wmware-shd
    sh /etc/vmware/cap/cap-firstboot.sh

However, got an sh error: No such file or directory.

I tried re-installing the 2.5.2 ISO, however, get the already installed msg.  -Where do i go from here?

All/any help appreciated ;)!
