We are having the same issue - a restart is not fixing the issue in our case:

The following errors are being recorded in the log:
2018-03-29 20:51:27,305 ERROR [qtp638743982-12] c.v.s.c.a.e.ApiExceptionMapper [ApiExceptionMapper.java:55] [] exception java.lang.IllegalStateException: Attempt to construct a collection task is performed, however a locally stored configuration from a manifest has not been obtained. This represents a bug since tasks shouldn't be created without first having a manifest from which to read task parameters. Most probably the collector needs to be started first in order for the manifest to be downloaded.

Got an update on this case. customer used the whitelisted user name and was able to complete the deployment of collector. while adding vcenter got an error: Endpoint test failed. error message: couldn't create property collector facade for getting the VC UUID. Java.lang.runtime exception. couldn't login to the client. failed trying to retrieve token. server fault code: request version and name space are not supported. The issue was resolved by using PSC FQDN instead of ip address. could be a DNS issue. used the collector id and confirmed that the collector is communicating with the vmware server.
