SRM failure to connect to SRM server

SRM service is stuck at starting while the SRM instance(x.x.x.x:3030) is unable to communicate to the SRM server displaying host unreachable.

SRM was working for both Primary and Secondary Sites until the SRM Server(windows) was restarted.

The error obtained when trying to do a site pair is as below and no Vcenter appliance is seen in the console when trying to create new site pair.
