Nope it won't start a plan automatically. Recovery plans are only kicked-off (either in test or "live" mode) manually. In other words, regardless of link status, SRM does noting until you tell it to.
I believe a test won't work (I have had timeout issues) but SRM is design to still perform a DR failover while the primary site is missing, dead, destroyed, blown-up, flooded etc.
So if the link between DC and DR is down for say 10mins, My DR site will start functioning .... that might create issues what do you say ?? or am i missing any functionality of the SRM ...
