SRM 5 priority order

I know how to change a VM to a different Power On Priority, but how can I change its order within the Power On Priority group?  When I move a VM into Priority 2, it comes in as the last one, i need it to come up first in that priority.

All VMs within a group come up equal (and more than 1 will be started at the same time). 

If this one needs to be up before all others, it needs to go into a higher priority group.

This can also be achieved by defining VM dependencies.
