Photon OS 4 - Failed to synchronize cache for repo

Photon OS 4 VM installed using https://packages.vmware.com/photon/4.0/GA/iso/

tdnf update files to synchronize cache from the enabled repositories (release, updates & extras) with the following error.

Note: DNS works fine.

This was mainly due to network intermittency from the VM to the repository. Issue is resolved by addressing the networking problems.
