i am export the vm from vCenter Appliance and try to open with vmware workstation 15 it error out "Open .ovf file from workstation 15 (Fail to read from file: c:\)"

It is not exactly the error that occurs, but the workstation version is different from yours ... while the problem is very similar.
It is worth trying this solution:
I'm getting a "System error: unknown exception" error when importing an OVF from ESXi 6.5 into Works...
