"Unknown Error" packing files

Hi - my InstallBuilder v20 project stopped working at the build step, after my build machine upgraded to Mac OSX Monterey.  This happens whether the target is Mac, Linux, or Windows.  My source files are definitely in the correct locations.  The same errors occurred when I tried v21 of InstallBuilder.  Any ideas would be welcome.

I have tried, but my email address is linked to an "entitlement account" that won't allow it. 

I can't authorize an update of the maintenance on this product, if that's the problem, because a trial download of the current version exhibited the very same issue.

Packing /Users/mcde601/Documents/macosx_executable/bin/fncs_broker

Since MacOS 10.15 the Documents and Downloads folders are protected. Does the issue occur when packing files from another folder?
