Windows shortcuts are not created at all

We are struggling big time with getting the shortcuts created by the installer in the Windows start menu.  We have tried everything including adding shortcuts in the Post Installation step and they are NEVER created.  We have tried on multiple machines and they just don't show up.  I've even tried hard coding a Windows Start menu folder to AAAA and it is not created.

I have searched the KB and found nothing related to this.

Thanks for your message. Can you open a new private support request sharing your project.xml, the installer you are running and also the resulting file of running the installer with the '--debugtrace debug.txt' option as shown below?

.\installer.exe --debugtrace debug.txt
